SCOPE OF WORK For protracted humanitarian emergencies like the Syrian crisis, the depth and volume of information needed for an effective response increases as it evolves. This often translates into a requirement for in-depth cluster/sector, thematic or agency-specific assessments to inform planning and operations, which in turn necessitates a harmonized assessment approach with joint needs analysis. In order to serve this broader context, the IMO - Assessment Officer will be responsible for designing the methodology and tools associated with assessments in coordination with local NGOs, United Nations agencies and United Nations Clusters. Under The organization Turkey's Humanitarian Pool Fund Project (HPF), the IMO - Assessment Officer will report to the Common Services unit lead. S/he will lead the planning, implementation, and follow-up of all assessment activities for the organization in Turkey.

ESSENTIAL JOB FUNCTIONS RESPONSIBILITIES  Support partners in the design, planning, execution and interpretation of results and findings of humanitarian needs assessments  Carry out primary data collection and direct observation  Ensure procedures are in place for the collation and analysis of secondary data  Clean, analyse and visualize assessment data using statistical software packages  Pilot assessment tools and train assessment team members on primary data collection tools and methods  Produce tables, graphs, infographics and charts in suitable formats for reporting and illustration purposes

Uses time efficiently.  Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; meets timeline for delivery of products or services to client  Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.  Any other duties as required

REPRESENTATION

 Where appropriate, represent the organization s project team with partners, and participate in local community activities.  Maintain effective and positive internal contacts with the Regional Representative, and other organization s headquarters officers and staff, and external contacts with the national and local government officials, international non-governmental organizations (NGOs), and donor agency officials, when required SECURITY  Follow security protocols as laid down by the organization Global Security Advisor.

ORGANIZATIONAL LEARNING  As part of the organization commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient and relevant to the communities they serve, it is expected that all team members will commit 5% of their time to learning activities that benefit the organization as well as individual professional development.

ACCOUNTABILITY TO BENEFICIARIES  The organization team members are expected to support all efforts toward accountability, specifically to beneficiaries of the organization programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

QUALIFICATIONS  Education: First level university degree (Bachelor’s degree or equivalent in a relevant discipline.)  Experience: A minimum of 3 years of progressively responsible experience in needs assessments, data analysis and data management. At least 3 years of relevant working experience in humanitarian settings working on planning, designing and leading field assessments. Work experience specific to the Syria response and the UN Cluster System would be an asset.  Technical proficiency: In field assessment and mobile data collection tools is necessary. Proficiency in relevant tools to build, collect and aggregate survey/form data is required. Expertise and proven experience working in Open Data Kit, ONA, Kobo Toolbox, formhub, Google Forms and XLSForm is required.

 Language: Fluency in oral and written English and Arabic is required.  Flexibility to work in a multi-cultural environment with international and national staff and a kindness and acute sensitivity to different attitudes, cultures, and behaviors.  Self-sufficiency and proven ability to work independently and take initiative are key
