Organization

iMMAP France is a non for profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations ad we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of work

The Operations Officer is supervised by the Operations Manager. In close collaboration with the Operations Manager the Officer supervises both Operations and Business Development activities for the organization. It is in charge of providing support to the country offices on program management, development of new project opportunities, compliance related questions and to support the overall organization on grants management.

Description of Duties

Line management:

  • The Operations Officer is managed by the Operations Manager.

Responsibilities :

  • Grants and Project Management
  1. Contribute to the review of reports to donors and ensure conformity with donor's guidelines.
  2. Ensure an M&E framework is in place for all programs and ensure the project teams are conducting M&E activities on a regular basis
  3. Conduct missions in country for project and operations monitoring purposes.
  4. Make sure internal processes are followed and deadlines are respected to coordinate the preparation of reports.
  5. Manage donors’ portals (register, keep info updated etc)
  6. Support country offices in ensuring capitalization of projects’ documentation.
  • Business Development
  1. Make sure internal processes are followed to coordinate the preparation of proposals.
  2. Support Country offices in the tracking of potential opportunities.
  3. Consolidate proposal submission packages and conduct proposals submissions in donors’ portals
  4. Contribute to proposals development when requested
  • Compliance management
  1. Preparation and dissemination of compliance checklist.
  2. Be focal point for compliance related questions from Country offices and provide regular guidance on donors rules and regulations
  3. Make sure projects are implemented in line with donors rules and regulations
  4. Ensure compliance to procurement and asset management policy (brief teams on the procedure, review asset registers and review compliance of procurement packages)
  5. Support Country offices to develop a culture of compliance
  • Other tasks
  1. Perform other tasks as needed and requested by the Operations Manager.

Requirements

Education

  • Bachelors or master's degree in international development studies or similar field.

Languages

  • English - fluent
  • French - fluent a plus
  • Any other language and specifically Spanish a plus

Experience

  • At least 2 years’ experience in program management/supervision required; or equivalent combination of education and experience.
  • At least 2 years of work experience in similar management/support functions in international humanitarian or development aid is a plus.
  • Experience in the field is a plus
  • Knowledge of project cycle management

Soft skills

  • Technical writing skills including developing proposals and reports.
  • Ability to develop and carry out work plans and solve problems independently.
  • Ability to perform well on tight deadlines, flexible attitude.
  • Ability to work based on objectives.
