Line management
The iMMAP France Head of Administration and Finance will work under the direct supervision of the iMMAP France CEO.
Responsibilities
Accounting Management
- Bookkeeping of the headquarter accounts and consolidation of the Country offices accounts, analytical allocation, issuing invoices, payments of expenses and invoices;
- Development and implementation of an accounting software;
- Ensure the connection with the accounting firm (transmission of the accounts);
- Ensure the proper classification of all accounting documents;
- Bank accounts management, ensure and maintain good relationship with the bank;
- Follow-up of the cash-flow plan and negotiation with the bank if need to be.
Financial Management
- Follow-up of the financial management tools: cash-flow, annual headquarter budget, financial statements;
- Elaboration of administrative and financial set-up and budgets of the funding application under institutional donors (UN, OCHA, ECHO, DFID, WB, AFD, etc.);
- Budget control and follow-up of on-going grants and service agreements: validation of contracts and grant agreements, preparation of the service provider’s contracts, elaboration of budget follow-up, compliance monitoring of the procedures, financial review management;
- Ensure the monitoring and control of the financial commitments of the Country offices: financial statements analysis, monitoring of the accounting supporting documents, budget review management, installments follow-up, financial reporting, audit management;
- Development and implementation of administrative and financial procedures and tools.
Audit Management (financial and organizational audits)
- Management of audit related to the Grants / Donor’s funding;
- Preparation of the annual headquarter audit in close collaboration the External Auditor Company (Commissaire aux Comptes).
Social Management (in close collaboration with the HR officer)
- Ensure the connection with the accounting firm for all HR matters;
- Administrative management of the Human Resources (French and International Consultants): contracts, leaves, R&R, pay slips, etc.
M&E and Training:
- Administrative and Financial support and training of the Country Offices and staff;
- Ensure the communication with the Finance department and the Country Offices;
- Perform assessment and monitoring missions of the Country offices
AOB:
- Support the administrative and financial opening of new Country offices;
- Participate to the administrative and financial organization and strategy of the new Country offices;
- Ensure the proper archives of all iMMAP France documentations.
Qualifications
Required
Ø Advanced University Degree in Business, Management, and Finance;
Ø At least ten years of experience in the field of administrative and finance, previous experience as Head of Administrative and Finance, experience in humanitarian INGO;
Ø Experience in administrative and financial management of donor’s grants;
Ø Experience and good knowledge of institutional donors (European Union, United Nations Agencies, OCHA, Humanitarian Pooled Fund, OFDA, DFID, AFD, etc.);
Ø Strong management and organisation skills, very good knowledge of HR/admin and Finance aspect of project management;
Ø Proven ability and experience interacting with a wide range of organizations and stakeholders;
Ø Entrepreneurial spirit, Autonomous, sense of responsibilities, rigorous, relational ease, team spirit;
Ø Fluent in English and French essential (written and spoken); Spanish and/or Arabic will be an assess.
Working Conditions
Ø Position based in Marseille, France with occasional travels to the field upon request.
