Line management

The iMMAP France Operations Manager will work under the direct supervision of the iMMAP France CEO.

MISSION

The Operations Manager will be in charge of supporting the field teams to ensure the quality, relevance and technical innovation of iMMAP interventions. Specifically, he/she will be responsible for:

Responsibilities

Under the responsibility of the iMMAP France CEO, you are monitoring the programs and missions in the different countries of implementation, in collaboration with the Finance, HR & administrative managers in Marseille.

More specifically, your responsibilities are to:

· Provide contextual technical analysis: on request, produce a summary report and advice on technical issues across the geographic area (e.g. key humanitarian indicators and trends, unmet needs, programming constraints, etc.)

· Providing technical and operational support to the country office: Provide technical expertise and advice to managers of field Technical Department; provide strategies to managers of field Technical Departments and the right tools and methods, and advise in their establishment; Develop a partnership approach (local and international NGOs, private and academic sectors, …)

· Promote and assess the technical quality of interventions: Contribute to the definition and updating of intervention strategies developed by country offices, Disseminate internal technical standards and reference materials to technical units and support the implementation; Ensure that the interventions are always respectful to IMMAP’s mandate, values and iMMAP and donors’ technical standards (through field visits and internal audits), producing detailed and specific recommendations to improve programme performance. Follow the performance and quality of programmes through notably the analysis of key performance indicators; Participate to all relevant proposals writing and reporting to donors

· Develop technical expertise of teams: Capitalize on the good practices developed by country offices and share it with the relevant stakeholders, Propose to the country offices existing techniques / approaches and new methods of intervention

· Participate to the identification of new funding sources: Participate in the creation and update of the fundraising strategy in collaboration with the country offices, the CEO and the Finance and HR managers in HQ

· Participate in the management of human resources: Carry out technical recruitment interviews and correct tests for international consultants; Actively participate in assigned meetings and provide substantiated technical advice; Brief and debrief international consultants***;*** Propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation

· Promote technical developments and contribute to the reinforcement of iMMAP's expertise in country offices

· Develop his/her own expertise by participating in meetings and technical training, national and international, and researching proactively

· Participate in the development of new methods of intervention

· Participate in activities of representation and internal and external training: Attend meetings, conferences, workshops and humanitarian events, related to iMMAP's activities; Promote iMMAP's activities

Qualifications / required

Ø At least 7 years of experience with increasing responsibility in the field of Coordination, Humanitarian affairs and Information Management, experience in donors and partnership relationship experience

Ø At least 3 years of Information Management programmes supervision.

Ø Good knowledge of Monitoring evaluation procedures and project impact assessment methodologies

Ø Advanced University degree or related training in project management, and/or information management;

Ø Strong management and organisation skills, very good knowledge of project management.

Ø Proven ability and experience interacting with a wide range of organizations and stakeholders from the UN, Donors, clusters, NGOs worldwide;

Ø Strong presentation and communication skills;

Ø Fluent in English and French (written and spoken); Spanish and/or Arabic will be considered significant assets.

Working Conditions

Ø Position based in Marseille under French labor law contract.

Ø 2750 - 3300 € NET monthly salary, depending on experience.

Ø The position is expected to be a full-time position.
