Job description
The Information Management Officer (IMO) is a position in Afghanistan with support responsibility for all individuals and organizations designated by the iMMAP Provision of Support for Humanitarian Information Management and Disaster Risk Reduction in Afghanistan (HIMS) Program Manager/Senior IMO and the Country Director for Afghanistan. The IMO will participate in establishing an effective information management unit that will support all goals and strategies of the iMMAP Afghanistan Program, national partners and applicable donor agencies.
Additionally, the IMO is tasked to improve the accuracy of the data held by iMMAP and to improve and effectiveness the distribution of materials.
The IMO will support all goals and strategies of the iMMAP Afghanistan Program in its work with national partners, international partners and applicable donor agencies.
The work of the IMO should benefit iMMAP Afghanistan country programs. Insights gained from working alongside partner agencies should help formulate the future.
The IMO will develop and maintain constant and good contacts with humanitarian partners.
RESPONSIBILITIES
KEY RESPONSIBILITIES
The IMO will work with the iMMAP Afghanistan team to meet the Information Management (IM) support requirements of the Humanitarian Clusters, OCHA, OFDA and other partners in a timely and efficient manner for the areas of work delineated below.
The IMO will attend periodic Information Management meetings with the iMMAP IMO team and Country Director to share updates on ongoing IM products and activities and promote good practices in the organization.
The IMO will promote the effective use of the designated information system, including the production and dissemination of situation reports, newsletters, infographics, maps, and application tools.
Cluster support
The IMO is responsible for integration of Cluster‐related and OFDA partner data on the Information System developed by iMMAP.
The IMO will create and develop custom reports and map layers requested by either the clusters or OFDA Implementing Partners or Country Director.
The IMO will advise on the design, developing and/or customization of databases/dashboard from the reporting Clusters or OFDA Implementing Partners or Country Director.
The IMO will work with the iMMAP Afghanistan team to ensure that all support requirements of iMMAP, OFDA, OCHA and other organizations are met in a timely and efficient manner.
WFP support
The IMO is responsible for supporting WFP with a focus on VAM unit IM needs and data analysis/assessment.
The IMO is responsible, when possible, for integration of WFP data on the Information System developed by iMMAP
The IMO will create and develop custom reports and map layers requested by either WFP or Senior IMO or Country Director.
The IMO will advise on the design, developing and/or customization of databases/dashboard from WFP or Senior IMO or Country Director.
The IMO will work with the iMMAP Afghanistan team to ensure that all support requirements of iMMAP, OFDA, WFP, OCHA and other organizations are met in a timely and efficient manner.
ANDMA support
The IMO is responsible for integration of ANDMA data on the Information System developed by iMMAP.
The IMO will create and develop custom reports and map layers requested by ANDMA under the guidance of Senior IMO or Country Director.
The IMO will advise on the design, developing and/or customization of databases/dashboard from ANDMA under the guidance of Senior IMO or Country Director.
The IMO will advise on integrating information on Geonode based platform and guide/mentor national staff to perform this duty
Common services
The IMO will identify gaps in current Implementing Partner participants and will engage with NGOs, Humanitarian and development organizations to restore renew or join participation in data sharing or IM support.
The IMO will ensure timely preparation and generation of information products, and support on information sharing and dissemination through web platforms to all relevant Humanitarian implementing partners.
The IMO will provide specific, sometimes dedicated, support to Clusters/Partners, e.g. WFP and FAO, when required.
The IMO will develop standard formats for, and regular output of publication of materials and statistics highlighting the humanitarian situation in Afghanistan as required by OFDA and the Clusters.
The IMO will conduct iMMAP demonstrations and training sessions.
National capacity building
The IMO will mentor iMMAP national staff to build capacity to include but not be limited to GIS and data management.
Geospatial analysis and data analysis
Other
Support the Senior Information Management Officer in Retrieve and Analyse Data, identify IM needs and Gaps in the relevant partner, propose adoption of new tools for Information Products.
Participate in IM meetings with the IMO team and the Country Director to share updates on ongoing IM products and activities and to promote good practices in the organization.
The IMO shall perform such additional duties as may be assigned by the Country Director.
Adhere to iMMAP branding guidelines for all iMMAP products and correspondence.
REPORTING LINE
The iMMAP IMO works under the direct supervision of the iMMAP Senior IMO or his/her designated representative. The IMO will work in close consultation with other members of the iMMAP Afghanistan Team and refer to the Country Director when required.
QUALIFICATIONS
REQUIRED
- At least six years of professional experience in a related field that is applicable to humanitarian work, capacity building for NGOs, community training and systems analysis or an equivalent number of years combining academic and IM experience.
- University Master’s degree or related technical training inherent in the main thematic areas of the humanitarian cluster groups supported by iMMAP in Afghanistan.
- Experience in working with the humanitarian cluster groups in a conflict or post‐conflict environment.
- Experience developing and delivering capacity development activities.
- Experience implementing program monitoring and evaluation activities.
- Excellent networking and coordination skills in cross‐cultural environments.
- Experience of local partners, NGOs and UN agencies.
- Knowledge of ESRI technical products and tools.
- English language, another UN language desirable
DESIRED
- Proven ability and experience interacting with a wide range of organizations while upholding humanitarian or professional principles of impartiality and neutrality.
- Practical experience working in emergency responses or other fast paced high stress environments.
WORKING CONDITIONS
- Willingness to travel in Afghanistan, be based in Kabul with possible travel to select provincial centers (subject to appropriate security conditions);
- Physically fit and able to cope with demands of unusual working hours and difficult environments;
- Willingness to live in group housing with people from a vast range of cultural backgrounds.
