Scope of work

The PMI is focused on supporting UNHCR’s information needs to better understand the return intentions of southern Syria refugees in Jordan and produce scenario-based reports to guide programmatic decision making. To achieve these outputs, the project will analyse key indicators spanning geopolitical context to household level and community dynamics that contribute to these complex return scenarios. In support of this project, the Geopolitical Context Analyst will primarily conduct open source research and analysis of geopolitical, regional, and localized political developments and synthesize findings with additional indicators to contribute to a holistic understanding of the context around refugee returns. Regular responsibilities will include: advising and guiding data collection efforts, tracking atmospheric data, conducting quantitative and qualitative analysis of primary data, composing reports based upon said analysis, briefing stakeholders and UNHCR partners on research findings, and coordinating with the GIS and Publication units for finalizing reports and products.

ESSENTIAL JOB FUNCTIONS

GENERAL

  • Actively tracking and monitoring political developments and dynamics that directly or indirectly affect refugee return scenarios.
  • Provide high quality analysis to the PMI team enabling holistic evidence-based reporting in support of programmatic and policy level UNHCR decision making.
  • Regularly translating open source Russian government, military, and media documents and analysing content.
  • Responsible for designing, formatting, contributing to, and copy editing all text in disseminated products, reports and donor reporting
  • Contribute to survey design to ensure the most relevant information is collected at the appropriate level.
  • Working with Data Collection team and Analysts to compile first drafts of written analysis
  • Draft sections of analytic and donor reporting as well as assist in developing accurate and attractive data presentations
  • Attend partner meetings to take minutes and assist in reporting
  • Provide analytical and operational support for the partners and the team throughout the iMMAP Regional Office.
  • Work closely with the IM team and technical specialists in support of data visualization, imagery, and GIS and keep concerned counterparts fully briefed on the project’s implementation and progress from the functional and technical standpoints.

REPRESENTATION

  • Represent the iMMAP country office with national and international partners, donors, and media, and participate in local stakeholder engagement as appropriate;
  • Maintain effective and positive internal contacts with iMMAP country and regional representatives, external contacts with national and local government officials, international non-governmental organizations (NGOs), donor agency officials, vendors, media and the general public;
  • Follow iMMAP's branding regulations required for marketing or branding of all iMMAP products and correspondence.

SECURITY

Follow security protocols as laid down by the iMMAP Global Security Advisor.

As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient and relevant to the communities they serve, it is expected that he/she will commit 5% of their time to learning activities that benefit iMMAP, as well as individual professional development.

ACCOUNTABILITY TO BENEFICIARIES

iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

SUPERVISION

He/she will report directly to the southern Syria Project Lead and work in coordination with and under the indirect supervision of the Analysis Unit, as well as with iMMAP country, regional and headquarters-based Operations, Administration/Finance and Technical Support units.

WORKING RELATIONS

Internally, he/she will work closely with the project assessment coordination and units. Externally, he/she will be expected to liaise with international and Syrian partners, notably IM focal points in NGOs, UN agencies and clusters.

Qualifications

Fluency in written and spoken Russian required;

Fluency in written and spoken English required;

Fluency in written and spoken Arabic an asset;

Bachelor’s degree in politics, economics, or related field required;

2 years’ experience with reporting, preferably in the field of humanitarian information management an asset;

Advanced prior knowledge of Russian foreign policy required;

Prior knowledge of the region, especially southern Syria an asset;

Ability to operate in cross-cultural environment and work independently;

Familiarity with the aid system and an understanding of donor requirements;

Knowledge of Microsoft Excel an asset;

Knowledge of Open Data Kit surveying an asset;

Knowledge of ArcGIS an asset.
