Scope of work

iMMAP will implement an ECHO funded project for a period of 7 months initially and with perspective of extension. The project is structured in 3 components: 1.Return Context Monitoring in Syria, 2.Covid-19 Coordination in North East Syria and 3. Mine Action coordination in North East Syria.

The HMAC, based in Amuda, Syria, will be responsible for the technical implementation of the 3rd component of the project on mine action. The HMAC will coordinate the mine-action (MA) sub- Working Group (MASWG) in North East Syria (NES), and represent the interests of the MASWG partners. The HMAC will report to the Project Manager.

Description of Duties

OVERALL RESPONSIBILITIES

The HMAC will be responsible for facilitating a process aimed at ensuring the following results:

· Implement HMA component of the project in close coordination with the Project Manager.

· Line management of the HMA IMO and of the technical team dedicated to this component.

· Collaborate with the project manager in the development of project planning for the HMA component.

· Provide regular inputs to the Project manager on technical aspects that could affect the project expenditures.

· Provide regular inputs to the Project manager on any challenges that could affect the project delivery and contribute to the identification of mitigation measures.

· Coordinate the interests of the MAWG partners in NES by hosting a platform for information sharing.

· In partnership with the NES NGO Forum, support a coordinated response to humanitarian needs in contaminated areas in NES.

· In collaboration with the NES NGO Forum and Whole of Syria (WoS) MA Response Team, promote the voice of MA in all humanitarian discussions on Syria and NES specifically.

· Remain current on national and regional issues impacting the country program, partners and develop responsive strategies to changing contexts.

SUPPORT A COORDINATED APPROACH

Ø Provide a MASWG communication platform for the coordination of all MA activities.

Ø Promote the participation of the NES Mine Action Office in MA activities planning, prioritization and reporting in accordance with IMAS thus ensuring that needs of the affected communities are considered.

Ø Maintain the MA information management mechanism for the MASWG in accordance with IMAS.

Ø Support the MASWG in the articulation of humanitarian requirements in contaminated areas to provide adequate emergency MA responses to affected populations.

Ø Provide an interface between the MASWG and the NES NGO Forum and ISWG partners to ensure that MA related issues are well articulated at all meetings/discussion.

Ø Proactively engage with other working groups (Education/Health/Food Security/Early Recovery/Shelter etc.), donors and other key stakeholders to improve the integration of MA within the wider humanitarian response in NES.

Ø Provide timely response to all MA related requests from MASWG, ISWG and the National Mine Action Office.

Ø Maintain coordination links with the WoS MA coordinator based in Damascus, ensuring the inclusion of NES MA inputs in the WoS MA reports.

COORDINATION OF NEEDS ASSESSMENT, GAP ANALYSIS AND PRIORITIZATION TO SUPPORT THE HCT

Ø Ensure that MA is included in NES multi-sector Humanitarian Needs Assessments/Overview and secondary data reviews.

Ø Represent NES MASWG in the WoS MA Cluster discussions and ensure participation in the OCHA driven Humanitarian Response Plan (HRP) process.

Ø Participate in the tracking, collation and analysis of reports related to HNA and field visit reports to form an understanding of the situation in specified Governorates with respect to MA and make recommendations to the NES Forum, while keeping the WoS MA Coordinator informed.

Ø Coordinate with individual NGO partners (especially Shelter, Education, Food Security, Livelihoods, and CCCM) at field level to ensure targeted and comprehensive assistance, and informed risk analysis.

PLANNING AND STRATEGY DEVELOPMENT

Ø Support process for prioritization of MA interventions, in collaboration with counterparts, for pooled funding mechanisms such as the Humanitarian Fund (HF).

Ø Support the inclusion of MA in relevant planning and strategy documents.

Ø Support the compilation and drafting of the MA component of the Humanitarian Needs Overview, Humanitarian Response Plan and MA Portfolio to ensure the needs of NES are well represented, in collaboration with sub-sector members and other key stakeholders.

Ø Ensure program quality through consistent use throughout the program of: rigorous assessment, design, proposal development and review processes; comprehensive monitoring & evaluation, accountability and learning systems; staff development investments; and partner organization capacity strengthening.

Ø Promote MA data sharing among MASWG partners in accordance with the iMMAP data sharing MoU.

ADVOCACY (in collaboration with NES Advocacy Coordinator and the WoS MA coordinator)

Ø Identify advocacy concerns, including resource requirements, and contribute to broader advocacy initiatives.

Ø Provide advocacy input to address identified concerns on behalf of MASWG and on behalf of affected populations.

Ø Encourage MASWG partners to be aware of and implement the Gender Guidelines for MA programs to mainstream gender considerations and strive for gender consideration in the planning, implementation and evaluation of MA programs.

MONITORING AND REPORTING

Ø Promote the submission of regular reports from MASWG partners on vital Information Management (IM) tasks and functions carried out.

Ø Maintain an effective IMSMA database to support MASWG partners and other interested stakeholders.

Ø Identify MA related humanitarian information needs of NES ISWG partners and OCHA.

Ø Prepare and distribute regular MA related reports including monthly Explosive Hazard incidents, Dashboards, mapping of 4W data, full reporting on activity info and updated contact list.

Ø Monitoring and reporting on the MA strategy, humanitarian response plan and results; highlight gaps and recommend options for addressing the gaps.

Ø Support centralized information management databases such as IMSMA and other addon databases.

Ø Ensure that adequate monitoring mechanisms are in place to review the outcome of sector member activities and the progress against implementation plans.

CONTINGENCY PLANNING / PREPAREDNESS / CAPACITY BUILDING

Ø Work with MASWG partners and other counterparts to ensure that NES Sector guidelines and technical notes are understood and respected.

Ø Link into MASWG member initiatives for opportunities for capacity development of subsector members and coordination mechanisms.

Ø Ensure that MA is mainstreamed in other sector response plans.

Ø Implement any other tasks requested by the project manager.

REPRESENTATION

Ø HMAC is the focal point on all NES MA related issues and will represent the MASWG at all meetings convened by WoS MA Sector Coordinator, NES FNGO Forum, NES ISWG, the host Authorities ( Self-Administration/HAO/NMAO) and the International Coalition Forces-ICF.

Ø Work closely with the project manager providing inputs to identify new funding opportunities for the program continuity.

Ø Participate to regular project coordination meetings

Ø Any other task identified by the Project Manager, as needed.

SAFETY AND SECURITY MANAGEMENT

Ø Follow security protocols as laid down by the iMMAP Global Security Advisor.

CHAIN OF COMMAND

The Humanitarian Mine-Action Coordinator reports to the Project Manager.

Requirements

REQUIRED

Ø Advanced university degree (masters or equivalent) in social or political science, law, public administration, international relations, conflict studies or related field with a minimum of 7 years of relevant experience.

Ø Experience working in conflict/post-conflict or disaster response situations.

Ø Experience in coordination in humanitarian contexts and MA.

DEMONSTRATED TECHNICAL SKILLS

Ø Superior communications skills, verbal and written, in English. Additional Arabic language skills would be preferable.

Ø Experience in working in a complex and rapidly changing security context.

Ø Proven ability to negotiate and work with partner organizations.

Ø Extensive representation and fundraising success, including prior experience with European, US and international donors.

Ø Proven experience in mine action contexts.

Ø Advanced technical EOD knowledge.

Ø Established capacity to handle stressful situations in a healthy, constructive manner.

Ø Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.

Ø A keen understanding of political complexities in the Middle East region. Previous experience in working in Syria is an asset.

Ø Experience working with UN MA programs, Military personnel, NGO Clusters and National Mine Action Authorities on policies, programming, and coordination mechanisms is desired.

Ø Effective communicator with good report writing skills.

Ø Working knowledge of IMSMA.

Ø Proven ability and experience interacting with a wide range of organizations while upholding humanitarian principles of impartiality and neutrality.

WORKING CONDITIONS

Ø Ability to Travel: approximately 25% within the region and outside the region for workshops, representation and conferences.
