Background
The purpose of the TPM project is to monitor and verify U.S.-funded CWD activities in Iraq at regularly scheduled intervals to confirm the accuracy of IPs reports submitted to PM/WRA, as well as IPs compliance with the terms and conditions of their respective agreements or contracts. The overall goal of the project is to enhance verifications of PM/WRA’s IPs’ reported activities and achievements and increase understanding and verification of the impact of PM/WRA’s funding of IPs on economic and social impact and benefits.
Description of Duties
TPM Operation's Officer:
- Conducts verification visits, monitoring, and evaluation on designated implementing partners' ongoing and completed tasks sites on a quarterly or annually basis.
- Engage local communities, affected by implementing partners’ activities to verify CWD and MRE activities and conduct M&E to determine whether the activities have improved the quality of life, increased access to basic social services, and economic opportunities.
- Preparing Monitoring and Evaluation Reports/updates on a daily, weekly, and monthly basis.
- Assist in the timely preparation of data analysis at the regional level and share with the Project Coordinator for consolidation of internal and external reports.
- Assess the impact of CWD and MRE activities on cross-cutting issues of gender and disaggregation of data by sex and age.
- Consider the stakeholder's need including beneficiaries’ suggestions/opinion on what needed to be improved or done differently by TPM.
- Ensure to conduct after-action reviews after site visits and include the same in your daily/weekly reports to the Project Coordinator (RC).
- Ensure field visits for data collection and validation through post-distribution monitoring, focus group discussions, and key informant interviews.
- Assist in the development and design of the TPM M&E System.
- Work closely with IPs to ensure that project-relevant information is shared promptly.
- Report any capacity gap on an ongoing basis as it relates to TPM M&E processes.
- Complete additional tasks as assigned by the Project Coordinator, Project Manager, and Country Representative.
Field Security Officer:
- The FSO will monitor the security situation in Iraq, conduct risk assessments, assist with the authorization process of field visits, assist in tracking of staff movements, participate in enforcing security and safety procedures, and provide sound and timely advice to staff and management on safety and security matters.
- Maintain contacts with local and national authorities and international state and non-state actors, compiling threat analysis, incident reports, and routine security reports.
- Liaise and coordinate timely and efficiently with the Regional Security Adviser regarding security incidents, threats, or deficiencies that potentially could affect operations.
- Ebsure the implementation of safety and security policies and standard operating procedures (SOPs) as detailed by the Global and Regional Security Managers.
- Develop and update as required the Project Security Plan for the Iraq country program and ensuring compliance with iMMAP’s global operating principles and risk management policies.
- Record daily security incidents and compile them for monthly and other security reports and products.
- Conduct security induction briefs for new staff, and security update briefs for existing staff.
- The FSO shall assist with monitoring all staff movements in Iraq in close coordination with the iMMAP HQ Security Coordinator and ensure that staff follows travel authorization protocols. In case of emergencies, the FSO will liaise with CSA/in his absence with local actors.
- Act as a Fire Officer, when practicing fire drills or during emergencies.
- Conduct Site Risk Assessments for locations regularly visited by IMMAP staff, including field locations/mission plans, and submit a program, and CSA.
- Maintain the validity of emergency & contingencies protocols based on the applicable Evacuation & Contingency level and conduct security training, exercise immediate action drills, and regularly conduct emergency drills as prescribed in the Project Security Plan.
- Ensure that communication protocols are implemented, and project warden lists are up to date.
- The FSO will be responsible to track International Staff movement and update movement plans/boards accordingly.
- Liaise with other humanitarian and emergency actors as well as international and national governments on safety and security matters.
- Ensure the flow of communication on activities across the country.
- Inspect fire alarms, fire extinguishers, and first aid boxes and maintain them periodically.
- Conduct vehicle inspection records and report any damages and maintenance prior to any missions.
- Monitoring the surveillance system, access control, and prevent the entry of unauthorized access to IMMAP Iraq main offices.
- Accompany VIP/visitors from/to the airport and other locations when requires.
- Perform any other assigned task when required
Requirements
- Knowledge and understanding of mine action mandates and operations with Considerable practical experience of managing security in complex contexts and high-risk environments;
- Capacity to produce coherent and good-quality reports.
- Capacity to think critically, collect, collate, and analyses quantitative and qualitative data.
- General computer skills (use of MS Office package, Internet)
- Strong interpersonal and communication skills.
- Excellent management skills
- Ability to work under pressure and long hours at different locations.
- Flexible and adaptable to any situation.
- Self-reliant and able to work independently.
- ability to interact effectively with international and national personnel;

Academic Qualifications/Experience/Language
- Bachelor’s Degree in monitoring and evaluation, social sciences, humanitarian and/or development studies, or any relevant field.
- Minimum of 4 years of relevant experience within the Mine Action and preferably sociology and M&E with relevant experience with demonstrated knowledge and understanding of working in the safety and security sector
- Previous experience in either program implementation, analysis, or monitoring and evaluation is essential.
- Experience in working in complex and volatile contexts and international non-governmental organization is preferred;
- Good working knowledge of English, Kurdish, and Arabic (written and spoken).
