Background

The Ethiopia Protection Cluster (EPC) includes the Child-Protection (CP) and Gender-Based Violence (GBV) Areas of Responsibility (CP/GBV AoR), co-led by UNICEF, UNFPA and the Ministry of Women and Children Affairs (MoWCA). Based on the need for large-scale humanitarian response in line with IASC guidelines, the position of Child Protection Information Management (IM) Officer was created in 2016 and since then, the IM Officer has supported the Child Protection AoR and Gender-Based Violence AoR members to monitor and facilitate monthly reporting from the seven regions where emergency coordination is being implemented. In addition to this, the IM Officer also provides training to responsible staff and AoR partners in the regions in rolling out 4W and 5W tools and capturing data into this system

UNICEF is seeking a National CP AoR Information Management Officer (IMO) to assist in the production and delivery of Information Management products and services. She/He will be part of the CPAoRworking in close relationship with the CP AoR coordinator (CP AoR)as well as sub-national double hatting CPiE/AoR staffs.

Presentation

Under the supervision of the AoR Coordinator, the National CP AoR Information Management Officer will be expected to support the implementation of data management and data analysis.The IMO is responsible for the following tasks:

Ø Inform the CP AoR’s strategic decision-making by preparing needs assessments and analysis of gaps (across and within sectors, using information management tools as needed) to inform the setting of priorities;

Ø Inform the CP AoRs strategic decision-making by formulating priorities on the basis of analysis of needs and on-going response (Core function 2).

Ø Monitoring and reporting on activities and needs by measuring progress against the cluster/AoR strategy and agreed results (Core function 4).

Ø Ensure ongoing reporting on results for children, including through training/mentoring to existing and new CP on the 5Ws tool, the Child Protection Assessments, inter-agency assessment and the Seasonal Assessments.

Ø Support CP AoR members and the CP AoRs co-leads at sub-national level with the systematic and monthly reporting requirements for monitoring CP activities, partner and service mapping, and analysis of this information, through different data visualization methods, such as dashboards, charts and graphs.

Ø Support CP service mapping to inform up-to-date referral pathways to facilitate timely and efficient referrals for children to multi-sectoral response services.

Ø Support the development of inter-agency assessment tools, CP assessment and undertake analysis of the assessment findings.

Ø Identify, seek out, and analyse different types and combinations of data sources (quantitative and qualitative) to improve understanding of the service delivery environment and gaps.

Ø Ensure that analysis from assessments is communicated to all partners in order to avoid duplication of information.

Ø Support the analysis of CP issues, data on operational presence and results achieved of CP actors to get a picture of response status, gaps in services delivery and response activities, and will report on achievements.

Ø Produce three (3) Dashboards for CP, with overview of HRP 2021 response overview to date and progress monitoring (one a month)

Ø Strenghen 10 targeted CP actors capacity in information management

Ø Develop 1 CP crisis overviews (for emerging/future crisis) with child protection situational analysis, needs overview, and key response activities (1 per 3 months)

Ø Build/ maintain regular contacts with partners in the area of coverage to collect operational data and to ensure it meets relevant standards and is available for exchange;

Ø Produce 5W data analysis and present the data using tabular/ graphical representation at the National AoR meetings and other forums if required;

Ø Work closely with CP AoR members to identify their needs and advise on the information products and services that UNICEF can offer to enhance their work;

Ø Develop strong links with other IM staff in the humanitarian community to promote coordination and information-sharing between organizations, including OCHA, NPC IMOs;

Ø Participate in coordination meetings to identify information needs and provide technical support;

Ø Ensure appropriate dissemination of meeting minutes, assessment reports and other information products to relevant partners;

Ø Maintain contact and distribution lists, and ensure CP/GBV humanitarian info portal is updated with relevant information;

Any other duties as may be requested by the CP AoR.

Requirements

Professionalism

Knowledge of the use of information management in humanitarian response; ability to analyze and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors; demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).

Communication

Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.

Teamwork

Works collaboratively with colleagues to achieve organizational goals; places team agenda before personal agenda; supports and acts in accordance with the final group decision.
